The emphasis should be on treatment

Any widespread untreated illness is a threat to society. That's why the federal government is worried about the next flu pandemic. In fact, during the 1918 pandemic, some worried that the flu would wipe out civilization, as Pat Bazemore and Steve Soreff discuss in the February issue. The government needs to take the same attitude toward addiction. Treatment, not punishment, needs to be the priority for dealing with this disease.
